Step Number 6:

Next run the new_install.php file and you will see a screen like shown below (this is 1 of 2 screenshots). Just be sure that everything shown in the two areas below is in green text. If not, then you may need to set permissions for the directories that are not writable to 777, or to 666 for the vars.php file.

Contact your server administrator if you need assistance with setting permissions, we cannot help you with this.
